残疾是一个演变中的概念，残疾是伤残者和阻碍他们在与其他人平等的基础上充分和切实地参与社会的各种态度和环境障碍相互作用所产生的结果。
残障人士遭遇的障碍不是他们自己的个人问题，而通过预防治疗去符合主流与正常的定义这种个人解决思路，不仅不能让社会更包容更人性化，反而导致残障人士自卑低自尊。在态度和环境障碍相互作用存在的情况下，提供合理便利是全社会需要一同去解决的问题，残障人士应当理直气壮地要求这种权利和便利，去定义一个无障碍的社会。
