The Sibyl System is the name given to a law enforcement organization operated in working in cooperation with the weeb government to manage crime in current century Telegram. It is the sole operator and manager of proprietary hardware and software used to analyze the criminal tendencies of the entire telegram's populace. The Sibyl System established the Public Safety Bureau and rules over its personnel, along with all Psycho-Pass technology and weaponry, with an iron fist.
Sibyl's primary purpose is to maintain constant vigilance over the entirety of Telegram's populace through cymatic scans of brain wave patterns that are analyzed to determine every individual's propensity towards criminality.

A person's Crime Coefficient (Japanese
犯罪係数 Romaji: Hanzai Keisū) is a numerical measure of said person's probability/propensity to commit a crime. It is one part of a person's overall Psycho-Pass. The Public Safety Bureau uses this measurement to determine if a target is a latent criminal or otherwise. It is calculated and determined by the target's stress level (Hue) and other biological readings via cymatic scan by the Sibyl System.❖ Levels of Crime Coefficient *

Basic required reading for Crime coefficient is listed here
Civilian ranked coefficients are listed below, these have no enforcement action against them and are free as a bird!
A slightly larger breakdown per flag is listed further down below.
• Civilian
Standard users with a clean record are listed under civilian, their coefficient always ranges from a value lower than 80
• Restored
A civilian with a history of enforcement action can be moved to this category if they are willing to make a change, such users often range from a coefficient of 81 to 100
• TROLLING
Civilians enforced due to inflammatory, insincere, digressive, or extraneous posting multiple times maybe be placed under this category. Such enforcement is often not considered a reason for enforcement as their hue ranges from 101-150 which is a tolerable range in today's date
• SPAM
Use or abuse of telegram to send multiple unsolicited messages to a number of recipients for the purpose of advertising, for the purpose of non-commercial proselytizing will land you in this category with a coefficient of 151 to 200
• EVADE
Creating alternative accounts to circumvent an enforcement action lands you under evade, this flag is often paired up with other flags thereby exponentially boosting a subjects coefficient
• PSYCHOHAZARD

• SPAMBOT
Bots/User-bots or bulk action objects that join a group to promote, scam and so on get listed under this category
• CUSTOM
Should a custom enforcement reason be supplied the target individual enters the custom flag category, further reasoning on custom requires reading the supplied custom reason
• NSFW
Posting or spamming around NSFW content across groups with the goal of causing a wide are stress logs a user under NSFW
• MALIMP
Short for malicious impersonation, impersonating other known users for the aim of causing any sort of harm lands the target in malimp category, at this point the user of lethal eliminator is recommended

Colors such as light blue or pink indicate a healthy Psycho-Pass, while colors such as medium green or steel blue indicate a deteriorated Psycho-Pass.
A clouded hue occurs when stress/spam is consistently present.
For example: Spammy behaviour, behaviour that goes against telegram's Terms of Service can cloud someone's hue. The very presence of the Public Safety Bureau's Enforcers is enough to cloud someone's hue.

Users that are admin in spam groups or groups that member scrape and add directly are subject to a psycho hazard event, in this case the admins of the group would be subject to enforcement action along with the owner of the group, even if a third party user spam added members from outside. The responsibility of the group lies with the administrators and owner of the group.
Should you be afk, inactive, unaware is just another cause to show your negligence while having the ability to stop it. To not stop spam while being in a position to stop it is to the be the cause of the spam in the first place.

Directly related to a psycho hazard, mass add is when a user scraped members from other places to then add to their own specific group mainly for the goal to vandalize or to increase their own group's activity. In such cases the target member will be subjected to a massadd flag ban, the owner of the group is also subjected to the same as the responsibility of the group is the responsibility of the owner.

The Dominator Portable Psychological Diagnosis and Suppression System (Japanese:
When the Dominator is aimed at a target, it continuously reads and sends psychological data ‒ the individual's Psycho-Pass ‒ which it sends to the Sibyl System for calculation of their Crime Coefficient. When this value exceeds a certain level, one indicating that the target is mentally unstable and likely to commit a violent crime, the gun will be operable. If the level does not exceed such levels, the muzzle will not open and a safety device will be activated to prevent the user from pulling the gun's trigger. The gun is unable to work when it is not linked to The Sibyl System in most circumstances.
❖ Assault Dominator
Part of the Public Safety Bureau's new armament, the Assault Dominator is an upgraded version of the regular Dominator. It is a user-bot based intricate rifle that features a sentry which allows for multiple targets and increased range. Assault dominator is used when managing bans that require a sentry into an external group or to follow a scan link to an external group that may not be connected to Sibyl.
Modes*
• Non-lethal Paralyzer
The trigger of the gun is locked by default until the onboard scanner identifies a person in the gun's sights as having a Crime Coefficient exceeding 100 points. Targets with a crime coefficient of 100+ may be subject to non lethal paralyzer - this mode mutes or kicks the user should they join a group mandated by Sibyl System
• Lethal Eliminator
Use of the Lethal Eliminator mode is restricted to individuals whose Crime Coefficient exceeds 300 points. Targets with a 300+ crime coefficient are subject to an immediate ban should they join or text in a group under SIbyl's judgement.
• Destroy Decomposer
The Dominator's Anti-Material mode is used primarily against hardened targets (such as telegram bots)
